A fuel filter is a component in the fuel line of an internal-combustion engine that screens out dirt, rust and other contaminants before they reach the fuel pump and injectors. It typically uses a replaceable cartridge of filter paper and needs periodic changing as it collects debris. Some diesel-engine designs add a bowl-shaped section that separates and traps water so it can be drained without discarding the fuel above it. (Source)
